Tender Rules

Only registered and accredited suppliers who have provided product samples for testing (for certain product groups) may participate in the tender.

For working on the tender platform, it is recommended to use Firefox, Chrome, Opera, or Safari browsers.

The use of Internet Explorer is not recommended.

To access the current tenders page, the supplier must log into the system. To do this, click on the “Participation in Tenders” link. In the window that opens, fill in the “LOGIN” field (your email address) and the PASSWORD specified during registration.

The supplier must carefully review the terms and conditions of the tender in which they decide to participate. To do this, open the attached PDF file containing the supporting documentation.

If the participant is ready to meet all requirements regarding quality, quantity, payment terms, and delivery conditions specified in the tender documentation, they must confirm their intention to participate in the bidding process. To do this, click the “Proceed to Participate in the Tender” button.

The starting price is set by the auction administrator. The auction is conducted in descending order (from higher to lower) with a minimum step not less than that specified in the tender conditions.

After the supplier clicks the “Add” button when submitting a price, the set price cannot be canceled.

To prevent manipulation by dishonest participants who attempt to place bids in the last seconds of the tender, an additional one-minute extension mechanism has been introduced. If a bid is placed during the last minute of the tender, the bidding time is extended by one more minute.

If a bid is updated during the next minute, another additional minute is added. The auction continues until no bids are placed during the last added minute.

The tender participant who has set the lowest bid in the tender is considered the potential winner upon its completion. Further actions regarding the tender are governed by the contract concluded between the supplier and the customer.

In the event of unforeseen circumstances or intentional refusal to supply goods (services) by the participant who won the tender, the right to supply shall pass to the second or third participant who submitted the next best offer.

If violations of contractual obligations are detected, attempts to interfere with the normal conduct of tenders, cancellation of tenders without a valid reason by refusing a won tender, etc., the participant will be excluded from participation in future tenders.

Liability of the Parties

Responsibility for the accuracy of tender information lies with the auction manager. Changes to the tender conditions during its conduct are not permitted.

Participants bear full responsibility for actions carried out on the website under their login credentials.

Dispute Resolution

Tenders are conducted automatically without the participation of an administrator; therefore, the winner is the participant whose bid for the lot is the lowest.

Penalties

If violations of contractual obligations are detected, attempts to interfere with the normal conduct of tenders, cancellation of tenders without a valid reason by refusing a won tender, etc., the participant will be excluded from participation in future tenders. The duration of the penalty in the form of exclusion will be communicated to the participant.

Special Conditions

Please note that in accordance with the Tender Regulations approved by the company’s management, the Supplier may only be the company that won the open bidding held on the tender platform on the “TenderLot” website.

Proposals received after the end of the bidding from companies registered on the tender platform but that did not participate in the tender, submitted directly to a manager of the company “Tenderopen”, will not be considered.
